The Board of Education of USD 490 met in regular session on Monday, March 12, 2018, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

3. Executive Session

At 6:00 p.m. Sharon Waugh moved to recess into an executive session for a period of 15 minutes
to discuss noticed items under the exception for employer-employee negotiations with Board members, Superintendent, and Director of Fiscal & Support Services present. Monty Hughey seconded the motion. The motion carried 7-0.

The board returned to general session at 6:15 p.m. with the same people as listed above present.

4. Approval of the Agenda

Norm Wilks made a motion to approve the agenda and addendum (9a. Additional Personnel Recommendations, 9b. Activities/Athletic Director). Seconded by Heather Nichols, the motion carried 7-0.

5. Approve Consent Calendar

Norm Wilks made a motion to approve the Consent Calendar. Seconded by Heather Nichols, the motion carried 7-0.

Braden Morgan was named Wrestler of the Year for AVCTL Division III. AVCTL Div III All-League Wrestling team: Payton Sadowski (1st Team), Jaxson Roberts (1st), Jackson Schell (1st), Braden Morgan (1st), Cameron Hunt (1st), Jake Knowles (HM), Kai Wernli (HM), and Kaden Clites (HM).

8. Updates

National Day of Action – Andrew Tipton, EHS Student Body President & Principal Kevin
House shared that a speaker from KSDE will provide a presentation on promoting Civil
Engagement during the April 20th National Day of Action and provide voter registration for
eligible students. Kevin House also stated that for the March 14th National Walk Out
administration and staff are being supportive to those that want to participate and providing
safe locations for those who choose to participate.

Construction Projects – Doug Jensen, Executive Director of Technology, provided an update
on construction progress. Blackmore and Grandview elementary buildings are 75% complete.
Ductwork is almost complete and HVAC should be running by end of the month.

Facility Usage – Executive Director of Fiscal & Support Services Kellen Adams reviewed
proposed changes to the Facility Usage Agreement, including the addition of lifeguard
services, accessing the Performing Arts Center, as well as suggested usage fee increases.

9. Bus Bids

Bids were requested for purchase of a new activity bus, which is a planned capital outlay expenditure in the five-year plan. A recommendation was presented by Executive Director of Fiscal & Support Services Kellen Adams. Trent Schell, President of the El Dorado Sports Foundation shared that the Foundation is providing funding towards the graphics wrap and coach seats.

Monty Hughey made a motion to approve the bid of $131,093 from Kansas Truck for the purchase of a new 84 passenger bus as part of the five-year capital outlay plan. Norm Wilks seconded the motion. The motion carried 7-0.

10. Revised 2017-18 Budget

Approval of the revised budget is required to access maximum state funding authority.

Norm Wilks made a motion to approve the revised 2017-18 budget as presented. Seconded by Sharon Waugh, the motion carried 7-0.

11. Executive Session

At 7:25 p.m. Vicki Coash moved to recess into an executive session for a period of 30 minutes to discuss individual employees’ performance pursuant to the KOMA non-elected personnel exemption with Board members and the Superintendent present. Tom Storrer seconded the motion. The motion carried 7-0.

The board returned to general session at 7:55 p.m. Heather Nichols made a motion to to recess into an executive session for an additional period of 15 minutes to discuss individual employees’ performance pursuant to the KOMA non-elected personnel exemption with Board members and the Superintendent present. Norm Wilks seconded the motion. The motion carried 7-0.

The board returned to general session at 8:10 p.m. Heather Nichols made a motion to recess into an executive session for an additional period of 5 minutes to discuss individual employees’ performance pursuant to the KOMA non-elected personnel exemption with Board members and the Superintendent present. Norm Wilks seconded the motion. The motion carried 7-0.

The board returned to general session at 8:15 p.m. Heather Nichols made a motion to recess into an executive session for an additional period of 10 minutes to discuss individual employees’ performance pursuant to the KOMA non-elected personnel exemption with Board members and the Superintendent present. Norm Wilks seconded the motion. The motion carried 7-0.
