The Board of Education of USD 490 met in regular session on Monday, April 9, 2018, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

I. Routine

1. The meeting was called to order by Board President Vicki Coash at 6:00 p.m.

3. Executive Session

At 6:00 p.m. Norm Wilks moved to recess into an executive session for a period of 15 minutes to discuss negotiations pursuant to the exception for employer-employee negotiations under KOMA with Board members and the Superintendent present. Tom Storrer seconded the motion. The motion carried 6-0.

The board returned to general session at 6:15 p.m. with the same people as listed above present.

4. Approval of the Agenda

Norm Wilks made a motion to approve the agenda and Addendum (3a. Special Presentation by El Dorado Elks Lodge, 9a. Executive Session, 9b. Additional Personnel Recommendations). Seconded by Heather Nichols, the motion carried 6-0.

5. Approve Consent Calendar

Vicki Coash made a motion to approve the Consent Calendar with corrections to EHS Petty Cash and Activity Accounts as noted. Seconded by Sharon Waugh, the motion carried 6-0.

6. Comments from the Public

There were no comments from the public.

 7. Special Presentation by El Dorado Elks Lodge

Kathy Clark, President of El Dorado Elks Lodge presented $500 checks to the principals of Grandview, Jefferson/Lincoln, and Skelly schools to provide funds for student clothing needs.

8. Recognition

NASAO/FAI National Aviation Art Contest - Ashlynn Gomez -1st place, Evelyn Goehring - 2nd place, Lexi Edwards - 3rd place, Brooklyn Smith - 3rd place.

9. Updates

Special Education Cooperative Update – Miles Harvey, Assistant Director of Butler County Special Education Cooperative, shared that 9 member districts, incorporating 46 buildings and 685 staff members, make up the Butler County Special Education Cooperative, serving 2872 students in 13 areas of exceptionalities.

Construction Update – Doug Jensen shared that at the PAC all sidewalks and gutters have been poured, and the new sound system has been installed. Grandview and Blackmore progress continues with sidewalks completed, boiler rooms near completion, and carpet installation beginning.

Legislative Update – Norm Wilks reviewed the school finance plan that was passed but awaiting the Governor’s approval. If approved, it will advance to the Supreme Court for review.

10. Public Notice of Hearing for Closing School Buildings

Prior to closing Jefferson and Lincoln Elementary Schools, the board must conduct a public hearing.

Heather Nichols made a motion to publish notice as required by Kansas Statute, of a public hearing to be held on the 30th day of April, 2018 at 5:30 p.m. at the USD 490 District Office at 124 West Central regarding USD 490, Butler County, Kansas proposal to close Jefferson and Lincoln Elementary Schools due to students at these two schools being reassigned to the new Blackmore Elementary School. Norm Wilks seconded the motion. The motion carried 6-0.

Tom Storrer left the meeting at 7:15 p.m.

11. Establish Facility Usage Fees

A draft of recommended fees and usage guidelines was presented in March, with no changes required.

Vicki Coash made a motion to approve facility usage fees and guidelines as recommended for the 2018-19 school year. Seconded by Norm Wilks, the motion carried 5-0.

12. Vehicle Purchase

One district van is scheduled for this year on the five-year Capital Outlay Plan, however the second is possible due to revenue from discarded equipment. They are available through Kansas contract pricing so do not require additional bids.

Sharon Waugh made a motion to approve the purchase of two Ford Transit vans for the district fleet as recommended. Seconded by Ryan Carson, the motion carried 5-0.

Tom Storrer returned to the meeting at 7:19 p.m.



13. Executive Session

At 7:20 p.m. Vicki Coash moved to recess into an executive session for a period of 30 minutes to discuss an individual’s employee’s performance pursuant to non-elected personnel exception under KOMA with Board members and the Superintendent present. Norm Wilks seconded the motion. The motion carried 6-0.

The board returned to general session at 7:50 p.m. with the same people as listed above present.

14. USD 490 Personnel Recommendations

Norm Wilks made a motion to approve the following USD 490 recommendations, which include the Addendum. Tom Storrer seconded the motion. The motion carried 6-0.
