The Board of Education of USD 490 met in regular session on Monday, January 9, 2017, in the Board of Education Office, 124 West Central, El Dorado, Kansas.

I. Routine

1. The meeting was called to order by Board President Vicki Coash at 6:00 p.m.

3. Executive Session

At 6:02 p.m. Board President Vicki Coash moved to recess into an executive session for a period of 30 minutes to discuss matters of non-elected personnel in order to protect the privacy rights of the individuals to be discussed, to discuss negotiations in order to protect the public interest in negotiating a fair and equitable contract, and to discuss student matters to protect the privacy interests of the individuals to be discussed, with Board members and the Superintendent present. Monty Hughey seconded the motion. The motion carried 6-0.

The board returned to general session at 6:32 p.m. with the same people as listed above present.

4. Approval of the Agenda

Norm Wilks made a motion to approve the agenda. Seconded by Scott Starkey, the motion carried 6-0.

5. Approval of the Consent Agenda

Bernie Spradling made a motion to approve the Consent Agenda as stated below. Ryan Carson seconded the motion; the motion carried 6-0.

7. Recognition

Board Recognition Month - USD 490 Board Members were honored for their dedicated leadership in public education and continuing service to the children of this community.

KASB Publication Awards – Kim Webb, Certificate of Excellence and Certificates of Merit.

Horizon Award Winner – Mallory Keefe, Jefferson Elementary Kindergarten Teacher.

8. Updates

• El Dorado High School – EHS Principal Kevin House talked about the growth of the band and
orchestra, and the continued success of the Cats Couture program. He also discussed changes
to Parent/Teacher conferences that will be implemented this spring to increase participation
and incorporate career and academic planning.

• Graduation Requirements – EHS Principal Kevin House reviewed USD 490 graduation

• Construction Projects/Interim & Long-Term Practice Field Plan – Kellen Adams reviewed the action plan for both temporary and permanent relocation of the practice field and adjacent facilities due to construction of the new elementary schools.

• Intersection of McCollum & North Main – Interim City Manager Scott Rickard shared that a KDOT traffic study did not warrant the need for a traffic signal at the intersection of McCollum and North Main. The City continues to look at ideas to maintain the safety of the area and relieve congestion during high-traffic times.

Sue Givens discussed the possibility of considering staggered start and dismissal times in the future and the need to study the topic. Kellen Adams was directed to begin this process through formation of a study committee.

Monty Hughey left the meeting at 7:11 p.m.

9. City of El Dorado & USD 490 Police Department Memorandum of Understanding

This MOU allows our district police officers to issue City citations for non-felony offenses (traffic violations in most cases) on school property and adjacent property.

Monty Hughey returned to the meeting at 7:13 p.m.

Norm Wilks made a motion to approve the law enforcement Memorandum of
Understanding between the City of El Dorado and USD 490. Scott Starkey seconded
the motion. The motion carried 6-0.

10. New Elementary Building Names

The Board received survey results in December. Board policy dictates the responsibility of determining new facility names lies with the Board of Education.

Scott Starkey made a motion to name the new elementary school located on Orchard Street in central El Dorado Blackmore Elementary, with design elements in the two wings that honor Jefferson and Lincoln. Seconded by Monty Hughey, the motion carried 5-1.

Bernie Spradling made a motion to name the new elementary school located on Country Club Road in northeast El Dorado Grandview Elementary. Seconded by Ryan Carson the motion carried 6-0.

11. Summer School

K-12 Summer Programs were presented for consideration.

Norm Wilks made a motion to approve 2017 summer school programs as presented. Bernie Spradling seconded the motion. The motion carried 6-0.

Norm Wilks left the meeting at 7:46 p.m.

12. Policy Updates

KASB policy updates were provided for review in December and final recommendations were reviewed.

Bernie Spradling made a motion to approve the proposed policy updates as recommended. Vicki Coash seconded the motion. The motion carried 6-0.

Scott Starkey left the meeting at 7:49 p.m.
Scott Starkey returned to the meeting at 7:51 p.m.

13. Approve USD 490 Recommendations

Vicki Coash made a motion to approve the following USD 490 recommendations. Monty Hughey seconded the motion. The motion carried 6-0.

Monica King, Food Service Sub;

Amanda Conrad-White, Skelly Building Aide, replacing Lauryn Simpson;
Jimmy Tucker, Maintenance, replacing Virgil Reed;

Kirsten Palmer, GE/HS Custodian;

14. Superintendent’s Contract

Bernie Spradling made a motion to extend Superintendent Sue Given’s contract through June 30, 2019. Scott Starkey seconded the motion; the motion carried 6-0.

15. Announcements

II. Adjournment
